Do you need to sign up to submit your website? Also do you have to run that executable when signing up?

Yeah, you open a free account and run what it asks you to. Don’t worry though, stumbleupon is owned by ebay (http://investor.ebay.com/releasedetail.cfm?ReleaseID=246467) so it’s safe
